Honorary consulates have less competences than embassies and consulates (general). Honorary consuls do not always have the Belgian nationality or speak the official languages of Belgium. You should therefore always contact the Embassy of Belgium in Islamabad first.
The Honorary Consuls are the first point of contact for consular matters in the jurisdiction where they are residing. Their function is also to promote the economic and commercial relations between Belgium and the country concerned. The Honorary Consul helps to liase with the Embassy in Islamabad, more in particular with the Consular Section. As it's an honorary function, they are not authorized to sign visa or to take any other important consular decisions.
